The Department of Labor's proposal for pro-industry, anti-union Industry recognized Apprentice Programs. IRAPs would not have to register apprentices with the Labor Department or follow its guidelines, as our apprenticeships do. These programs undermind our collaborate union-contractor apprenticeships.
